So I went ahead and upgraded to Buster. It took 21 minutes (I scripted
it) and there were no issues. Only got one alert from BitFolk's
monitoring system and that was when Exim restarted.

The only thing I've had to do post-upgrade is to re-enable PHP in the
Apache config, because this was upgraded from 7.0 to 7.3 and the PHP
symlinks in /etc/apache2/mods-enabled/ were removed.
