…if you do a clean install using "install ubuntu_bionic" from the
Xen Shell, as opposed to do-release-upgrade from an existing 18.04
guest.

Also in the next few days I expect that typing "install
ubuntu_bionic" will urge you to switch to PVH mode (if you aren't
already in that mode), in which case the installer won't install
that kernel installation hook as it's not necessary in that mode.
