Has an answer turned up for this?
I tried to switch back to network-manager, by disabling netplan. Then,
after a reboot, my networking did not work, and was beyond my ability to
recover.

I totally agree, and will put off 16.04->18.04 upgrade until I have
confidence the upgrade won't bork my VPS.
